That's hacker as in open source hacker; someone who loves to build great software, NOT a black hat hacker; someone who breaks into computers (that's bad behaviour). Research has show it takes about 10 years to develop expertise in a number of fields including chess, music composition, playing piano, and many others. The art of computing is no different, to become a great programmer there are no shortcuts. You need extensive real world experience writing programs to learn from your mistakes and exposure to multiple languages to broaden your mind. Unfortunately in our industry many great programmers are promoted to positions of management stopping them from doing what they do best... writing great code. We value talent and are happy to offer an alternate career path, one that values your skills and rewards experience. If you are applying for this position you should know at least 4 programming languages and be interested in learning more. Ideally you are also active in open source projects, that shows us you really love to code.
